HARGEISA (Somalilandpress) — A Kenyan parliamentary delegation visited Somaliland last year and was led by Farah Maalim, the Deputy Speaker of the Kenya National assembly.

The aim of the delegation was to study the economic, political and humanitarian situation in Somaliland. They were to report their findings and recommendations to the Speaker of the National assembly who, if he approved their report, would transmit it to the House Business Committee for allocation of parliamentary time for the House to debate it and make a decision. The report is before Parliament awaiting debate and approval.

This was not the first Kenyan parliamentary delegation to visit Somaliland. Between December 19 and 26, 2006, Mr Paul Muite, led a Kenyan parliamentary delegation on a fact-finding mission to Somaliland, at the invitation of its leadership. The initiatives are a reflection of positive obsession by the people of Somaliland to achieve recognition by the international community as an independent and sovereign state among the international community of nations.

Lack of international recognition has negatively affected Somaliland. The Republic of Somaliland cannot do business with other governments and multi lateral organisations.

Nor does the government of Somaliland have access to the kind of bilateral and multilateral financial assistance that would assist in the reconstructions and the development of the country.

The absence of international banks has tied the hands of Somaliland private sector. Bedsides foreign investors are reluctant to do business in a country where the validity of their agreement with the government is legally questionable.

Uncertainty

Somaliland travel documents are not valid for international travel and this adversely affects businesspersons, students and scholars. Majority of Somalilanders in the Diaspora are reluctant to return home under conditions of such uncertainty.

The Maalim delegation has made the recommendation that the Kenya government should develop a framework for limited engagement with Somaliland to promote trade and enhance security in the Horn of Africa. Kenya has provided this regional leadership in the creation of the Transitional Federal Government for Somalia and in the signing of the Comprehensive Peace Agreement that settled the Sudan conflict.

The indigenous homegrown strategies which have brought reconciliation, peace and stability in Somaliland can provide lessons from which Kenyan, Igad and AU can learn and adopt and apply to Somalia to end hostility and war.

The delegation acknowledged in their report to the Kenya Parliament the accomplishments of the government and the people of Somaliland. These include the consolidation of civil administration which now covers 90 per cent of the country’s disciplined arm, police force and a stable currency.

The government and the people of Somaliland have consolidated democracy through a multiparty electoral system and creation of viable and accountable democratic institutions. If Parliament approves the report of the parliamentary delegation, it will send appropriate signal to the government of Kenya to engage with Somaliland and to lead the campaign for the recognition of the Republic of Somaliland as a full member of Igad, AU and the United Nations.

Complex crisis

Kenya should lead the way in open and direct engagement with the Republic of Somaliland. The security of Kenya has been complicated by piracy in the Gulf of Eden and the Indian Ocean and this has direct bearing on international trade and peace in the region.

Kenya should use its immense influence in Igad and AU to put pressure on Somalia to renounce the notion of “a Greater Somalia” and Somali expansionism through the recognition of Somaliland.

This would offer a lasting solution to the complex crisis in Somalia and in the north-east region of Africa.

Kenyans are finally starting to understand that the notion "a greater Somalia" is a threat to them as is for Ethiopia and Djibouti because it calls for the inclusion of NFD (Northern Frontier District) region of Kenya into Somalia and the best way to make sure this doesn't happen is to recognize Somaliland.

    Somalis in Kenya will see why Somalis in Somaliland left the south and they shouldnt make the same mistake (joining Somalia as Somaliland did back in 1960), they better off with Kenya.

    Kenya and Ethiopia also need to block any military force that Somalia might try on Somaliland now or in the future, this is the way to go.

    Kenya also need to understand and be aware that terrorist organisations are inside the Kenyan capital and they should flush them out because those people against Somaliland also share culture, views, ideologies, bloodline as the people of NFD and Ogaden region of Ethiopia.

    This means now they will try to build a terrorist cell inside Kenya against Somaliland, if they achieve their goal of kicking Somaliland forces out off Sool region, tomorrow they will set up same terrorist group in Sool but this time against Kenya and Ethiopia.

    We can not allow them.

Let me also add that ONLF groups as well as those against Somaliland, NSUM or whatever they call themselves as well as terrorist groups in Somalia such as Al Shabab all share views and that is greater Somalia and also share materials as well as financial support and their unified by an unholy alliance of fighting the three regimes (Somaliland, Kenya and Ethiopia).

    But so far their biggest challenges have been Somaliland and Ethiopia and they want Kenya to be their last target.

    What we also know is that they were all inspired by the religious fanatic man, the Mad Mullah, and to this day they follow him even Osama Bin Laden was inspired by him.

    However, people such as Mr Maalim have gone against their ancient ways and believes and have decided to help their people instead of creating acts of terrorism.

    So Kenya is succeeding in that sense by winning the hearts of the people of NFD such as Mr Maalim.

  4. Recognising Somaliland will not end Greater Somalia. Greater Somalia is a reality and it will be materialized. The conflict this generation of Somalis are facing will come to a conclusion some time soon.     We secure our Eastern regions, Kenya gets the sea it wants with the help of Norway through the UN and IGAD, Ethiopia keeps it's Ogaden and if Djibouti works with us we will help them get it's land back from the Eritrean regime.

    After Somalia's problems are solved (shared), we will fix Eritrea next.

    Ethiopia, Somaliland, Israel, and Kenya have plans for this region and players like the US, UK and most Western nations have no choice but to support it.

    The US is not training Somali army that believes in "greater Somalia" they are training them for Kenya and Uganda, to use them to influence Mogadishu.

    Somalia can't use them without the approval of the Kenyan and Ugandan governments.

    Also its worth noting that Uganda trains them because donors allocate certain amount of money (last year $400 million) for Somalia and all that money goes to Kenya and Uganda as "trainers". Dont think they are "developing" army that will fight for greater Somalia for you.

    Its all about going after the donors money and the US and EU military experts go there not because they want to support Somalia but to have their policies carried out through the region (influence) through Kenya and Uganda and get their share.

    Time Somaliland learned to take their share for instance we could have easily offered the international community we would try Somali pirates in our courts, now look who took them, Germany, it means $$.

I know, Somalis have killed each-other terribly, the Isaaq, Daarood and Hawiye they all killed one another or even upon themselves, it should never happen again.

Those Somalis who want greater Somalia should keep up their dream.     • Sool, sanaag and awdal are part of somaliland geographically. For your information when Somaliland got their independence back in 1960 all those parts were on british somaliland borders. I will accept to join Somalia only if majority of somalilanders rejects separation to somalia.

    It might be that the only focus on international recognition had negative affect on Somaliland and its development. The international community prefers that Somalia stays one State. Africans, e.g. AU will not do anything USA and EU don´t want. It is possible that there will be no recognition for another decades. Somaliland should have plans how to lead on without recognition. Instead relying on the recognition we have to elaborate how we can survive and prosper on our own. We can do it but the government is not considering it.

  23. Somaliland government, expatriates and wealthy Somalilanders should try to design a future for country and their citizens. We have Berbera. More and more Somaliand traders could do business with Ethiopia, Kenya etc. We can do business with Africa and the world. The investment from Somaliland businessmen and wealthy people in the country and diaspora is better than foreign investment. Because the return on investment from Somalilanders will be more or less reinvested in the country. But the foreign investor will try to bring Somaliland resources and the profit to their countries. Somaliland can continue the positive development that it has achieved. One great opportunity is to connect the diaspora with Somaliland. If the Somalilanders who live abroad would be eligible to vote and be able to participate in the elections from their place of residence the Somalilands survival and future would be secured. Somalilanders Investment would build the country. Then it will be difficult to ignore Somalilands continuous positive development. If we fail to prepare for prolonged absence of international recognition…….

Ethiopia will always be an important nation for Somaliland and like wise Somaliland is an important nation for Ethiopia because Ethiopia will not reach the economic development it can and will if there is Greater Somalia next door but because Somaliland has aparted from that camp they are hopeless without us and will be in the mess they are for centuries to come.

    Ethiopia will hit over 100 million people by 2020 and that means their economy will grow with it, they have already taken over from Kenya, their GPD last year (2009) was $34.32 billion, I believe Kenya was around $32 billion.

    We will upgrade Berbera port so that it can serve the people of the region and currently highways between Ethiopia-Somaliland are under review and will be expanded so goods can be delivered faster.

    Also I want and is possible for Somaliland to import it’s water from Ethiopian rivers and lakes and this is better alternative and more sustainable than the current system which is small wells, we cant develop like that.

    We need to secure that agreement with the government of Ethiopia. Ethiopia can sell its abundant supply of fresh water to Somaliland or it can freely flow to Egypt. I know they prefer to sell it to us and we will secure it but the current leaders are sleeping. They need to think big and stop asking UNDP to keep digging little wells.

    We can build the project from just the out skirts of Jigjiga to Hargeisa (about 150-160km), and set up a monitoring post on each side of the project to monitor the quality of the water just in case the terrorists try to sabotage it or contaminate it.

    Also EU, US and Israelis need to build strong Ethio-Lander forces that protect such projects as well as oil explorations in the region.

    This is what Somaliland needs and I know Ethiopians have the same views. It will come true in the future.

Xaasidnimadu intay xad dhaaf uga badatay ayey sida qudaanjada ku soo xoomayaa, when they hear somebody wrote some thing positive about Somaliland’s progress to sabotage and heckle the process of comments and debates of Somalilanders at Somaliland websites. You would never though, see somebody saying: oh, that is great. Good for you Somaliland! We hope that our leaders could have done the same.

    Why, don’t they try to learn from what Somaliland is doing right instead of barking like dogs, wasting their time and energy trying to sabotage our progress.

    You know guys, other neighbouring countries are now modeling themselves after Somaliland’s methods of constructive discussions and dialogues and how they managed to keep the peace and move on to rebuilding the country. You could have done the same. I believe that instead of killing thousands of innocent people for the last twenty year, you could have used that money into a nation building.

  30. Remember I said Somaliland needs to secure fresh water from Ethiopia, well finally Ethiopia is awake and getting what is rightfully theirs and we should also side with them and get the contract.

    ADDIS ABABA — Ethiopia said Tuesday that it would go ahead with a new deal with six other countries on sharing the waters of the Nile and accused Egypt of "dragging its feet" on a more equitable treaty.

    The new agreement replaces a 1929 colonial-era treaty between Egypt and Britain, which gave Egypt veto power over upstream projects. The country also has access to most of the water from one of the world's longest rivers.

    "Ethiopia and six other countries in east and central Africa will sign on May 14 a framework agreement on the equitable utilisation of the Nile river," Ethiopian government spokesman Shimelis Kemal told reporters.

  31. Good for Ethiopia to finally take an action concerning the distribution of Nile water. This is the main reason why Egypt is promoting the idea of Somaliweyn and against Somaliland's sovereignty because they want Ethiopia to be distracted and busy to make these amendments.

    I agree with you, Kase that Somaliland should get its water from Ethiopia because our economic engine is based on livestock that its life is based on water and good grazing.

    • Hey guys, we dont need to import water from Ethiopia. As a matter of fact we have more than enough water within our borders which needs to be developed. In every rainy rainy season we receive millions and millions of gallons of rain water, which sometimes causes distructions through flooding. What we need is to build surface dams and sub-surface dams to catch this water instead of all these waters are lost and poured in sea. We need to plant more trees because trees helps to hold water in the ground and also attracts rain. And finally, we need to improve exist water catchment areas, we should capture running streams and gushing springs into small dams instead of this clean waters being wasted in the sea. I think above mentioned measures if properly done somaliland will self-sufficient in water and can develop large scale farming using irrigation which will enable somaliland to produce enough food to feed its growing population.
