Hargeisa, Somaliland – In a significant move to bolster governance and efficiency, H.E. President Abdirahman Mohamed Abdullahi officially inaugurated a major training workshop for all government Directors General (DGs) today. The event, organized by the Civil Service Agency (CSA), marks a critical step in implementing the ambitious Public Sector Reform Program decreed by the President in May 2025.
The two-day intensive training brought together the chief administrative officers from all Ministries, State Agencies, and Departments to align on the strategy and execution of the national reform agenda.
In his opening address, President Abdullahi emphasized the pivotal role of public servants as service providers to the nation. “Directors General are the backbone of our government machinery,” he stated. “You are entrusted with a sacred duty to serve all citizens of Somaliland fairly, effectively, and equitably, regardless of their location or affiliation.”
The President underscored the non-political nature of the civil service, reminding DGs that their mandate is purely administrative and service-oriented. He concluded with a powerful message on accountability, stating, “All government leaders hold a public trust for which they will be held accountable. Uphold your responsibilities to the people of Somaliland.”
The Chairman of the Civil Service Agency, Mr. Abdiasis Hirs i Warsame, outlined the comprehensive curriculum for the workshop. Key discussion points include:
· The implementation of a new Public Servant Pay and Grading Structure.
· Enhancing leadership and management practices in line with the Civil Service Law (Law No. 97/22).
· Ensuring government institutions deliver measurable and sustainable results.
· Improving Government Communications and International Relations.
Adding a strategic perspective, the Chairman of the WADDANI Party, Mr. Hirs i Ali Haji Hassan, delivered a keynote speech on the essential qualities of effective leadership within the public sector. He shared his extensive experience and called on the DGs to work diligently towards fulfilling the governance promises made by the ruling party during its election campaign.
This capacity-building initiative is supported by the World Bank under the Strengthening Institutions for Public Sector Reform (SIPSR) Project, highlighting the international community’s role in supporting Somaliland’s institutional development.
The workshop is expected to conclude with a concrete action plan for driving the reform agenda forward across all levels of government.
