A one day validation workshop of fiscal decentralization strategy of Somaliland Republic meant to improve public service delivery and to increase local government access to financing for infrastructure organized by UNDCF was held on Monday , 8, Feb 2016 at Ambassador Hotel.
The one day validation workshop of fiscal decentralization strategy of Somaliland Republic brought together Mayors of major towns in the country, the director general in the Ministry of Interior , government ministerial officials and UNDCF representatives.
Mr. Aden Hassan Matan , UNDCF country representative speaking during the opening said, The aim of today’s meeting is to analyses information gathered from the various local government and municipalities from across the country.
‘Although this is a preliminary report gathered from several municipalities in the country, it isn’t the final one”, he said.
Mr. Dmitry Pozhidaev , UNDCF Regional Technical Advisor , the agency’s project implementing the project in his opening speech said, “Today we gather together all of us to immediately correct any errors in the report is published to either remove whatever which is inappropriate,” We talked about the need for local governments is to develop the areas of governance and sustainable development at local level.
UNCDF is helping to address development challenges in Somalia through initiatives to improve public service delivery and to increase local government access to financing for infrastructure.
The UN Joint Programme on Local Governance and Decentralized Service Delivery for Somalia is implemented by UNCDF, UNDP, ILO, UN-HABITAT and UNICEF and supported as well by external donors such as Denmark, DFID, Norway and Sida. The programme adopts an holistic approach to developing local governance capacity while broadening civic awareness and participation.
Within this framework, UNCDF is piloting a Local Development Fund in Somaliland and Puntland, two relatively peaceful regions of the country. The local fund has been designed to support financing of local infrastructure, with the aim to demonstrate how local constraints can deliver both infrastructures and services that respond to the expressed needs of communities.
