Head of the Diaspora Affairs Department Meets with Somaliland Communities in Germany and Belgium

The Head of the Diaspora Affairs Department at the Ministry of Foreign Affairs and International Cooperation of the Republic of Somaliland, Ms. Ugbaad Nasir Cumar, who is currently on an official visit to European countries, held a meeting tonight, April 26, 2025, with members of the Somaliland diaspora community organizations and intellectuals residing in Germany and Belgium.

The meeting, which focused on awareness-raising, collaboration, and information exchange, took place in the city of Neuss in the state of North Rhine-Westphalia (NRW), Germany. It was attended by selected representatives from Somaliland community organizations and intellectuals in Germany and Belgium, who warmly welcomed the visit of the Head of the Diaspora Affairs Department.

Ms. Ugbaad first expressed her gratitude to the diaspora for welcoming her in Germany and commended the visible cooperation and unity between the two communities. She emphasized the importance of unity and solidarity among the diaspora in strengthening their internal cohesion and contributing to the development of Somaliland, their homeland. Therefore, she stressed the need to reinforce community cohesion, avoid tribalism and anything that divides society, and remain vigilant against the schemes of enemies.

She provided updates on the new efforts and accelerated work being undertaken by the Ministry of Foreign Affairs and International Cooperation regarding diaspora affairs and strengthening ties with Somaliland communities abroad. These efforts align with the “Partnership & Action”policy of the Somaliland government, championed by the President of the Republic of Somaliland, H.E. Abdirahman Mohamed Abdullahi (Cirro). She highlighted that the diaspora will play a significant role in the ministry’s upcoming programs, including:
– The National Diaspora Policy of Somaliland , which will soon be unveiled.
– The establishment of the Somaliland Diaspora Trust Fund, which will be announced shortly.
– The formation of the Diaspora Advisory Council, expected in the medium-term plan.
– The Diaspora Welcome Desk at Egal Airport, ensuring smooth services for returning diaspora members.
She added that the Diaspora Affairs Department office at the ministry will serve as a hub for efficiently supporting Somaliland’s diaspora.

The Head of the Department called on the Somaliland communities in Germany and the broader global diaspora to formally register their associations with the governments of their host countries. This initiative, known as the formation & Reorganization of Associations Initiative,” is currently being strongly encouraged by the Diaspora Affairs Department. It is the best way to enhance the organization, unity, and effectiveness of diaspora communities, as well as to establish structured collaboration between the department and the communities. She also noted that Germany is a key country with strong cooperation ties to Somaliland and hosts a significant Somaliland diaspora population.

Among the most important messages shared by the Head of the Diaspora Department was encouraging the diaspora to ensure that celebrations of restoration of Somaliland Independence Day (May 18) include events that motivate the participation of diaspora-born children, fostering a connection to their homeland’s historical legacy.

On the other hand,  members of the active youth, intellectuals, and elders of the Somaliland communities in Germany and Belgium also spoke at the meeting. These included Farhaan Abdullahi, Hamse Baashe, Zakariye Ali Hashi, Abdinasir Ali Farah, Mahmoud Sayid, and the leadership of the Somaliland community in Belgium, particularly Omar Jama Warsame, Ahmed Gaaxnuug Xandulle, Muse Abdi Meecaad, and Mustafe AbdiKarin Ali (Mustafe Future), who effectively facilitated the meeting’s program.

The community leaders and representatives from both communities welcomed the accelerated efforts of the Diaspora Affairs Department at the ministry, as well as the historic appointment of a diaspora woman to this leadership role for the first time. They unanimously spoke on the value of unity and collaboration for the community. They also praised and expressed enthusiasm for the plan to establish the Diaspora Trust Fund, stating that there is a great need for a secure and trusted system through which they can contribute their expertise and resources to the nation’s development.

In particular, the Somaliland Community Committee in Belgium advised the Ministry of Foreign Affairs and International Cooperation of Somaliland to strengthen the Somaliland Office in Brussels, Belgium, which serves as the headquarters of the European Union.

The President of the Republic of Somaliland, His Excellency Abdirahman Mohamed Abdillahi Irro has noted that the “The government will have zero tolerance as far as corruption is concerned”.

The Head of State has once again warned that his administration will have zero tolerance as far as corruption is concerned.

He at the same time revealed that the government has re-kindled its foreign relations with several countries hence at the same time strengthened them.

The statements were part and parcel of the President’s speech as he addressed a large audience at the Presidency at a documentary event that gave the presentation of what the administration has done in its 100 days in office as per its pledge.

He said, “We have strengthened our foreign policy, as our aspiration is to become an independent country. The great conference (World Governments Summit 2025) I attended in the UAE was attended by one hundred and forty-four countries. It was a great occasion and our message was conveyed there. We hope that our message has reached the majority of the world”.

He continued, “We thank all Somaliland’s friends in the world wherever they are, and we hope that the efforts will be fruitful hence in the near future and we will achieve our long-cherished goal.”

He pointed out the government’s performance would reflect upon its future plight.

He stated, “I remind you that every decision we make, every action we take, every criticism made, will have an impact on the people’s trust in us again”.

He noted the first hundred days of the government’s activities were based on the basis of the WADDANI party’s political program, which consisted of the pillars documented.

He pointed out that his administration was open to positive and constructive criticism, while saying, “We are not here tonight to boast to the people, but we are here to tell the people what we have achieved in the past hundred days. I tell all the various officials that every citizen has the right to criticize us, and we should listen and confidently respond to or correct any criticism that is made of us.”

The President said that the government has undertaken difficult tasks in the past 100 days and was thankful that he got support.

 He said, “We have undertaken difficult tasks in the past 100 days. We have undertaken difficult tasks which we could not have overcome without the supportive participation of the people, the officials charged with various tasks, the clerics, the councils of elders and representatives, the ministers, the directors general, and the high command of the armed forces”.

He was thankful that as concerns the absorption and integration of the various local communities’ militia forces into the mainstream national armed forces, the task and effort are almost complete and that only a few lots remain,  which he said that he expects it to draw to  close in the coming days.

“We have embarked on the program to modernize the various national forces, which has also ended. I am grateful to the ministerial committee that I appointed for this task, the technical committee, and the Electoral Commission, who also gave us great support in implementing this task”, he said.

The President of Somaliland also said that his government is up to reform the country’s economic system; he said, “We are striving to reform our economic system and modernize it, which will enable the financial institutions, led by the Ministry of Finance and the Central Bank, to make our economic system based on accountability”.

He added, “As mentioned, we have stopped all the institutions that used to collect private revenue. Every shilling that the government receives today goes directly to the Treasury. We have decided that every shilling that this nation owns will go to the government treasury”.

He ended by underscoring the fact that his administration will have a zero-tolerance stance against corruption and state pilfers.

The Performance of the Somaliland Ministry of Health in the First 100 Days

The Ministry of Health Development of the Republic of Somaliland has shared with the public the Performance of the Ministry of Health in the first 100 days of the “Togetherness and Action” government administration.

Officials of the Somaliland Ministry of Health Development had promised to inform the nation of the performance of the sector within the first 00 days of the new administration, and as a prelude to daily bulletins the department is planning to convey.

The Minister of Health indicated that he was pleased that the ministry had made significant and tangible changes for the better during the period.

He said, “I am pleased that during the first 100 days of the unity and action government led by the H.E. Abdirahman Mohamed Abdillahi Irro, the Ministry of Health Development has made significant and tangible changes for the better.”

His deputy also said that she was happy with the progress made by the ministry, and said, “During the short period that the new government has been at the helm of the country, progress has been made in many areas. As the Deputy Minister of Health, I am happy that during that period the ministry has taken steps to improve the health of the country.”

These introductory messages, which contain the performance of the country’s health services and the progress made by the ministry in the first hundred days of the Somaliland government’s Action and Solidarity term, were as follows:-

In the First 100 Days, the Ministry Addressed the Following Issues:-

  1. Minister of Health Hon. Hussein Bashir Hirsi inaugurated the construction of the Health Center in Qorilugud town in the first 100 days. This facility has been expanded and well equipped.
  2.  The Ministry of Health saw the completion of the construction of the Da’ar-buduq General Hospital within the same period, inaugurated by the Head of State H.E. Abdirahman Irro, equipped it and installed staffers to run the facility.
  3. Inspections to observe the conditions and needs of regional hospitals.
  4. The bolstering of the quality of services provided by hospitals and the expansion of hospital buildings.
  5. Strengthening further the relationship and collaboration between ministries, international organizations, health stakeholders and private facilities.
  6. Reviewing health policies and plans that are the basis for all health reforms implemented by the Ministry.
  7. Expanding and reaching health services to the Somaliland community, especially to the needy and in remote areas.
  8. Strengthening the National Blood Transfusion Service through a National Campaign.
  9. Strengthening Emergency Services.
  10. Bolstering legal frameworks and quality of medicines through a Comprehensive Review of Various Procedures by the Ministry.
  11. A review and expansion of the Ministry’s structure was carried out, with the addition of two new departments, which were important for accelerating the work of the ministry.
  12. Decentralization was carried out in the Ministry’s work, which is important for the daily work process, in order to create trust in working together and achieve transparent accountability.
  13. Regular meetings were initiated with all the Ministry’s departments and regional offices.
  14. The acceleration of work and the cooperation system between various offices were enhanced.
  15. Medicines and emergency vehicles were provided to hospitals and regions of the country, which are indispensable for providing services, during difficult times in emergency situations.
  16. Training was enhanced to improve the skills and quality of health service providers, which is essential for patient safety and the smooth operation of health facilities.

People of the Republic of Somaliland both at home and in the diaspora will commemorate the 34th Anniversary of Somaliland’s Independence Restoration Day, 18 May, 2025. This

National Day marks the historic moment when Somaliland restored its sovereign independence and dissolved the failed union with Somalia in 1991.

This year’s commemoration follows the successful and peaceful joint presidential and party elections held on November 13, 2024. Over one million citizens cast their votes, electing Somaliland’s sixth President and three national political parties. Notably, Somaliland has become the first country in Africa and in the world to adopt iris biometric voting technology within the politically complex and authoritarian landscape of the Horn of Africa.

The Somaliland Community in Finland will celebrate this national milestone with a wellorganized public event at Stoa Kulttuurikeskus on 18 May 2025, from 12:00 PM to 6:00 PM.

The event is open to Finnish-Somalilanders, our friends, and invited guests.

The National Day Anniversary provides an opportunity to honor our unity, preserve our rich cultural heritage, promote our nation’s achievements and image, and reaffirm our collective identity as Somalilanders. It is a day to reflect on our progress, renew our commitment to peace, democracy, and development, and advance the cause of the Republic of Somaliland.

On this momentous occasion, we, the Somaliland Community in Finland, respectfully call upon the esteemed Government of the Republic of Finland to give due consideration to the formal recognition of the Republic of Somaliland as a sovereign and equal member in the international community. Somaliland: It is time for work since rhetoric period is past, says WADDANI chair Hirsi, as he urges the nation to forge unity

WADDANI Party Chairman Hirsi Ali Haji Hassan said he is happy that the Government of the Republic of Somaliland, headed by the President of Somaliland, His Excellency Abdirahman Mohamed Abdillahi Irro, has presented its first hundred days’ achievements.

He urged the nation to forge for unity in order to progress hence stated that it was time for working for the populaces since the era of rhetoric is now past.

Chairman Hirsi Ali Haji Hassan said this in a speech he delivered at an event held at the Presidency on Wednesday evening to present the first hundred days’ achievements of the Somaliland Government.

Speaking on the matter, the Waddani Party Chairman said, “I am very happy that the government administration dubbed “Togetherness and Action” has presented its impeccable 100 days performance”.

He made it clear that much more was expected of the administration.

He stated that the “time is for working hence the era of rhetoric is past”. He said that the pledges and promises the party made ought to be adhered to as per policy.

The WADDANI chair underpinned the fact that the party is fully standing by the administration and always at hand to nudge it progressively forward.

Mr. Hirsi Ali Hassan pointed out that unity is a central pillar of social solidarity.

He said, “The unity and solidarity of the society is a central pillar that is only plausible when all are united hence the nation can stand on its feet and defend itself.”

The chair continued, “We can ensure that we are united, join hands and achieve our aspirations on any front”, and added, “And by thus, righting our wrongs and forge together for prosperity”.

Somaliland Participates in 23rd Islamic Finance Conference in Bahrain, Set to Sign Major Agreement with CIBAFI

A delegation from the Republic of Somaliland, led by Deputy Governor of the Central Bank, Hamse Abdirahman Khayre, and including members of the Central Bank’s Sharia Committee, attended the 23rd Islamic Finance Conference in Bahrain as one of 40 invited countries. Welcomed by Sheikh Ebrahim Bin Khalifa Al-Khalifa, Chairman of AAOIFI, the delegation represented Somaliland, a full member of AAOIFI, at the two-day event where delegates from 40 Islamic nations and financial institutions discussed advancements in Islamic finance.

During the conference, Deputy Governor Hamse held a private meeting with Bahrain’s Central Bank officials, securing an agreement for cooperative ties. Bahrain’s Central Bank committed to providing technical support and training in Islamic finance to Somaliland’s Central Bank. A statement on the Bahrain Central Bank’s Twitter account noted:
“The Central Bank of Bahrain (CBB) welcomed officials from the National Bank of Tajikistan, Somaliland Bank, and the Central Bank of Iraq as part of their visit to the Kingdom of Bahrain to attend the AAOIFI Annual Sharia Boards Conference.”

Further strengthening ties, Deputy Governor Hamse met with Dr. Abdelilah Belatik, Secretary-General of CIBAFI, alongside Somaliland’s Sharia Committee members Sheikh Almis Haji Yahya Ibrahim, Sheikh Ibrahim Ahmed Hirsi, and Sheikh Mohamed Ibrahim Jama. The Deputy Governor expressed gratitude for the warm reception and productive talks, stating:
“We thank CIBAFI for their hospitality and fruitful discussions on future cooperation to advance the Islamic financial system. Building on a prior agreement with the Somaliland Institute of Banking Knowledge (SLIBF), we have agreed to expand collaboration, with a comprehensive cooperation agreement to be signed soon, covering various aspects.”

The Somaliland delegation also held significant sideline meetings with leading Islamic financial institutions, including Bahrain’s Central Bank, to enhance global financial cooperation and align with the diverse services of Islamic banks worldwide.

In a notable meeting with H.E. Dr. Ahmed Al Shaikh, Director General of the Bahrain Institute of Banking and Finance (BIBF_BH), Deputy Governor Hamse highlighted the growing partnership, saying:
“We were deeply moved by the warm hospitality, especially seeing the Somaliland flag proudly displayed—a touching gesture of friendship. Our longstanding relationship with BIBF forage continues to strengthen, with agreements to exchange expertise in Islamic finance training and institutional capacity building.”

These engagements are poised to significantly advance the modernization and reform initiatives led by the Central Bank of Somaliland’s leadership.

The ambitious infrastructure initiatives, like the Balligubadle-Hargeisa and Baki-Borama road constructions, are enhancing connectivity and economic prospects throughout Somaliland. The successful nationalization of the civil army in the eastern regions exemplifies your leadership and your team’s steadfast dedication specifically the Vice-president.

The government’s calm and strategic foreign policy in the previous four months has been notably commendable. Your method of gradualist diplomacy has rendered Somaliland’s adversaries uncertain and unable of effectively countering your actions. This exemplifies the sagacity and prescience of your administration in addressing intricate global concerns.

But Your Excellency, Somalia’s constant intervention has one main objective and it is to destabilize our country through militia manipulation; so, we advise your government to create and apply robust counter-intervention strategies to neutralize these before they become more serious.

Today, the people of Somaliland stand at a pivotal moment, yearning for unity, progress, and visionary leadership. Let the mistakes of the past serve as lessons, not burdens, as you steer Somaliland toward a future of hope and prosperity. Your administration must rise above yesterday’s failures, focusing only on the promise of tomorrow.

Dealing with Somalia, we counsel against unnecessary quarrels with mediocre and low-caliber politicians like their present Foreign Minister, devoid of any sense of fundamental political values. The dignity of Somaliland and strategic interests should not be pulled into pointless arguments with such people. Rather, we ought to keep concentrated on our long-term goals.

We ask you to organize Somaliland’s intellectuals and diaspora—especially those with prominence in foreign circles—to support our cause, therefore strengthening Somaliland’s global reputation. Engaging world leaders, powerful lobbies, and eminent foreign politicians who can help Somaliland’s profile be improved and our demand for recognition advanced.

Your excellency, we implore you to engage directly with opposition leaders, reinforcing that this is not the time for division, but for collective resolve. Every citizen—whether in government or opposition—must stand shoulder to shoulder in defense of Somaliland’s sovereignty, independence, and unbreakable spirit.

The world is watching. History is judging. Let us demonstrate, with one voice, that Somaliland’s unity is non-negotiable, its sovereignty unshakable, and its future undeniable.

In the spirit of national unity and the enduring strength of Somaliland’s sovereignty, we humbly call upon your esteemed leadership to convene a historic gathering of our revered traditional leaders. The recent elections, though a testament to our democratic progress, have sown division among our people—divisions that threaten the hard-won peace and stability of our great nation. As the custodians of our time-honored traditions and the moral fabric of Somaliland, our elders must rise above discord and embrace reconciliation for the sake of national cohesion. Without their wisdom, the fractures within our society may deepen, risking the very foundations of our beloved Somaliland. We urge you, Mr. President, to take decisive action—to heal, to unite, and to preserve the sacred unity of our nation. The future of Somaliland depends on it.

Dahabshiil Group Funds Khalid Yare and Family’s Return to Syria

Khalid Yare, a young Syrian boy who gained attention for speaking Somali fluently, announced in a media broadcast on Monday that he and his family are returning to Syria, with all travel expenses covered by Dahabshiil Group. The family, who arrived in Somaliland when Khalid was two years old, lived in Hargeisa for eight years and visited cities like Burco, Borama, and Wajaale.

When asked about his feelings after previously sharing concerns about the challenges of returning to Syria, Khalid said:
“This afternoon, my family and I are boarding a plane to Syria, thanks to Dahabshiil covering all our travel expenses.”

Expressing gratitude, Khalid shared a message for Dahabshiil:
“My message to Dahabshiil is: May Allah grant goodness to Dahabshiil, may Allah bless them, and may He reward them with great blessings for the support they’ve provided us.”

Reflecting on his time in Somaliland, he said to the community:
“Even if I forget in my mind, you’ll always be in my heart. You are good people, and may Allah bless you.”

Somaliland: State prioritizes combating the rampant road accidents, cabinet meeting resolves

The 17th session of the Council of Ministers of the Republic of Somaliland on Wednesday this week saw the delving into the road accidents that has in recent times become the number one killer in the country.

Issues on ways and means of curbing it were discussed intensely hence the government resolved to make the matter a priority issue.

The cabinet session was chaired by the President of the Republic of Somaliland, His Excellency Abdirahman Mohamed Abdillahi Irro.

According to a press release by the Presidential Spokesman Hussein Adam Egge, the main points in the discussions itinerary went as follows: –

(𝟏) A general report on the country’s security situation, was given by the Minister of the Ministry of Interior and Security, who informed the Council that overall the country’s security is secure, except for daily criminal acts that occur in society and traffic accidents, which can truly be said to be national disaster, as they cause the most deaths and injuries in our country.

(𝟐) The Minister of Finance and Economic Development also provided the cabinet with a general report on the country’s economic conditions and the progress of GST tax collection and the growth of the National Revenue. The Minister also shared with the Council that the Economic Subcommittee of the Council of Ministers has appointed a Technical Committee to prepare the Plan, Policy and Regulations necessary for the growth of the National Economy.

𝟑) The Minister of Civil Aviation and Airport Development, who is part of the Organizing Committee, briefed the Council on the preparations for the 34th Anniversary of 18th May. The Minister spoke in details about the components that will comprise the May 18 celebrations.

The Minister presented this year’s theme “𝐆𝐚𝐜𝐦𝐨 𝐖𝐚𝐝𝐚-𝐣𝐢𝐫𝐚𝐚, 𝐆𝐮𝐮𝐥 𝐥𝐚𝐠𝐮 𝐇𝐚𝐧𝐭𝐚𝐚”, an adage loosely translated meaning, “Truimph comes through concerted efforts of togetherness”; which is based on the Plan of the Togetherness and Action Government. The Minister pointed out that the May 18th Commemoration this year would be intensely different from previous years, with many new events added to celebrate the Nationality and Patriotism Day of the Somaliland people.

) The Minister of the Presidency shared with the Cabinet that the Togetherness and Action Government presented the 100-day activities to Somaliland society in a meaningful way, with audio, video and written materials. Similarly, he informed the Cabinet that the 1st phase of the Biometric Registration of the various branches of the National Forces has been successfully completed, after which it will move on to the 2nd phase.

5) The Minister of Interior and Security and the Deputy Minister of the Ministry of Transport briefed the Council on the issues and causes of Traffic accidents, which can truly be said to be a national disaster. The Ministers said that traffic accidents are the most common causes of death and injury in our country every year.

They held long and intensive debate on the issues that cause excessive traffic accidents and on finding solutions to the problem and how the Government could take measures to reduce traffic accidents.

The Council agreed to give accidents’ issue its due priority, and to conduct in-depth research to study this issue.

𝟔) The Minister of Fisheries and Marine Resources briefed the Council on a working trip to the coasts of Salel Region, especially the two coastal towns of Zeila and Lughaya. He briefed the cabinet in depth on the challenges prevalent in the areas he visited, especially in terms of transportation and social development, economic infrastructure; and how to utilize the various resources of Salel Region, especially the development of fishery services, equipment and its skills.

𝟕) Lastly, the President shared with the Council a general update on the progress of the Nationalization of civilian forces in the Sanaag, West Sool, Saraar and Togdeer regions, which is progressing well and is nearing completion.

The President also informed the Council that the peace process meetings going on in El-Afweyn are progressing well.
