Somaliland:Aren’t They Human Beings Who Deserve to be Helped?

Some people have horrific stories that make others cry when they share with them. Somalis have more dreadful lives than the rest of the world. It is not because their central government collapsed 23 years ago, nor because the northern peaceful region does not have an international recognition yet. It is because they forget most of their responsibilities whether they are the political leaders, Sheikhs (Religious leaders), Merchants, businessmen and common people. In Islam, Allah declared to us that if we are merciful and kind to each other on the Earth then He (Allah) will send mercy on us. Do we show mercy to the minors, orphans, and the mentally ill ones?

The answer will be “NO” because less than 5% of our population helps these people, the people who need our help the most. As a Muslim society, everyone who is capable is ought to be helping these people, but my brothers and sisters in Hargeisa do not. Some of them cannot be blamed because they are never acquainted with these people.

I did not have any idea about the way my brothers and sisters who have lost their parents live before. Not too long ago, I heard a rumor that says that ‘About ten (10) babies between the ages of a month and six months pass away each month in Hargeisa Orphanage Center Campus.’ It was shocking to me because I went to that place many times to tutor the orphan kids, but I have never heard such news before.

It took me weeks to investigate the problem and its cause by asking friends of mine and schoolmates who used to live there a year ago. The result was that all the innocent babies are dying daily because of starvation and lack of health care. A student from Hargeisa Orphanage Center, who preferred to be anonymous, said “The little babies in the campus die from starvation because they cannot talk for themselves. Everyone would die, but the older kids go up to the people who run the place and ask for what they need. That is how my friends and I survive on the campus. Three months old or six months old babies cannot communicate and ask for their needs. All they can do is to cry, and their guardians tell them to shut up and leave them behind.”

Do these babies have any type of health care? I asked.

The student looked at me in the eye and said, “They do not get food from the people in charge, what do you think about medicine? “ he kept going “If a little baby gets sick today, they don’t take him/her to the hospital that day but maybe after few days. When the baby is in serious situation they take him/her to an inexperienced doctor. He gives the babies some medicine, but he tells them to take the baby to the hospital, if he acknowledges that he cannot do anything about it. Then they either take the baby to the hospital or they put him/her back to his or her room to wait his or her death.”

I was so concerned and asked “why they don’t take the babies to the doctor or hospital right away.” He said, “Because they don’t care.”

I asked him, “Why do you think that the doctor is inexperienced?”

He replied “One day, I had a headache, and one other kid had stomachache. We went to the doctor and asked for medicine. He gave us the same tablet (Paracetamol or Mac mol).That was not the first day I saw him give the same tablet to kids who have different complaints. I did not know the usage of those other tablets but I am sure that Mac mol is for the headache, not for the stomachache. Then I found out that he does not even know the difference between the tablets and their usages.”

“Can you tell me the average number of babies that die in the campus per month?” I asked

“Ten to fifteen (10-15) kids but there can be more that I did not know about.” He replied

Aren’t these children humans that deserve to be helped?

In fact they’re and they deserve the most sincere help. There are more than thousands of families who are capable of taking care of one orphan child. There are many people who have the money and would give these needy children if they get someone who will manage it for them. But it seems no one knows or cares about them.

What if each family of these thousands takes a child to adopt and makes sure that child has the proper health care and food? What if the society and its religious and political leaders arrange proper facilities, and people who are committed to taking care of those vulnerable children? There are many other ways possible to taking care of these orphans. The question is, are we willing to?

Those tragic and unpleasant deaths of the orphans are a symbol of our weakened IMAN as Muslims. If we are not willing to help the ones who need our support, why are we expecting Allah to give us rain, stability, development, or even Heaven (Janah). If we want to get mercy from Allah, we should help each other on Earth; help the little children who are dying in our neighborhoods. This is not the government’s or the Sheikhs’ responsibility, but it is everyone’s responsibility whether you realize it or not.

If anyone of the readers has a heart, I will recommend you to go there for yourself and take a look at those babies who are dying from hunger, diseases, and lack of proper shelter.

I wrote this article because I could not do anything by talking to several people. I preferred to publish it here so that every Muslim who is caring can be able to find it online.

 

Yemen: The Missile Strike and the Somali Refugees

On April 26, 2015, the missile hit the buses carrying Somali refugees was one of the deadliest attacks on Somali refugees since Saudi-led Coalition war in Yemen started. 30 people mostly women and children who were travelling from Al-qaras camp to Aden were killed by unknown missile strike.

Abdirahman Bana one of the Somali people living in Yemen has confirmed the Center for Policy Analysis to the attack on the buses carrying the refugees and told that the strikes killed at least 30 Somali refugees mostly women and children. In addition, Abdirahman told that a pregnant woman, a woman with her four children, and a woman with her five children were among the deaths. He also told to CPA that still no one knows whether it was an airstrike or fired from the sea, and the dead bodies are still on the place where the missile hit the convoy of the refugees.

In an interview with the VOA, Somali Consular to Yemen Osman Ahmed Mohamoud told that the buses passed another route which is not the main road and this caused to face an armed forces who tried to stop the conveys, and after moments missile strike hit the vehicles and no one knows where the missile strikes came from. The consular also confirmed the death of the 30 Somali refugees travelling from Al-qaras camp to Aden

This strike is a tragedy to Somali refugees who are no longer part of the war. We are strongly condemning this disaster and we cannot call an incident and cannot find any justification for this strike at the buses that killed 30 people all at once.

 

Bombing civilians especially women and children are against all accepted international norms, and the parties to the conflict violates the fundamental principles of Humanitarian law govern who may be targeted and what may be attacked in the conduct of hostilities which provides that parties to conflict shall at all times distinguish between the civilian population and combatants, and between civilian objects and military objects, and that even military objectives may not be attacked if an attack is likely to cause civilian casualties or damage.

It was not clear which conflicting party bombed the buses and why the buses would have been targeted by the conflicting parties, and we are calling the parties of war in Yemen to clarify why the buses was targeted and which party bombed the buses.

We are calling the parties of war in Yemen to investigate the legality of strikes which have killed the 30 Somali refugees on the buses which can result in violations of laws of war against the civilians that can constitute extrajudicial implementation or war crimes.

We are expecting on the world reaction to this killings against the Somali refugees.

Ethiopians Celebrate their Martyrs at Times Square !!!!

036ddIt has been now ten days after the young Ethiopian brothers thirty of them were beheaded and massacred at Libya coast. Unfortunately this brutal action by ISIS is going to remain part of us for a very long time. As professor Getachew Haile told the large crowd of Ethiopians three to four hundreds gathered at Times Square yesterday night this is not new to Ethiopian Christians. He said historians are now finding ancient books that tell such story following the ancient track of pilgrims from Ethiopia to Jerusalem. The less than thirty minutes ISIS video shown on April 19, 2015 is going to be part of our generation of Ethiopian Martyrs. It will not be the last !!!!

 

Following ISIS video the protest and the anger was spontaneous back home and here in the Diaspora. Tuesday April 21 Addis Ababeans largely youths from schools, universities, employed an unemployed went out in thousands to denounce ISIS barbarity and the regime responsibility in driving our youth out of Ethiopia in millions to their death and suffering under the hands of traffickers who make huge profit.

 

On last Wednesday government organized day of mourning turned to huge protest against government where large numbers of people were beaten and jailed. The government who boasted of double digit growth was exposed for the whole world in front of its foreign supporters and foreign media.

 

The Diaspora Ethiopians staged prayer vigil all over the world for the last ten days. In New York at St. Mary of the Tsion at Yonkers last Saturday and Medhanealem Ethiopian Tewahedo Church in Bronx past Sunday. In both places sisterly churches were present to show solidarity with the Ethiopian Orthodox Church.

 

At Medhanealem, The Holy Eparchial Synod of the Greek Orthodox Archdiocese of America, The Syrian Orthodox Church in North America. The Armenian Church, The Syraic Orthodox Church, The Coptic Orthodox Church, the Dioceses of New York and England, The Malankara-Syriac Knanaya, The Council of Church and the Archbishop of the Ethiopian Orthodox Tewahedo Church New York, Northeastern and Central United States with priests, deacons and large numbers of Ethiopians and non Ethiopians together. It was a blessed service of two and half ours. Similar service was conducted at St. Mary of Tsion a day earlier at Yonkers.

 

The public gathering yesterday in New York spring night was the “end ” of the ten days of sorrow for Ethiopians in New York Tri State area. The place where you see joy and laughter in day and night turns into a rare night of prayer and renewing the bond between Ethiopian Christians and Muslims which ISIS targeted on its Sword and AK 47 on April 19, 2015.

 

The Muslim representative told the crowd that included good number of fellow Ethiopian Muslim brothers and sisters that the pain that was inflicted on Ethiopian Muslims by ISIS brutality is a two fold. One, ISIS violated the teaching of Islam using Sword and Gun for conversion. The death of these young men is also the loss of part of us as Ethiopians he said. The Ethiopian Muslim who chose to be with fellow Christian brothers and fall on ISIS hand speaks for itself about the relation of Ethiopian Muslims and Christians. The solidarity between Muslims and Christians was reinvigorated once again following ISIS brutality back home and here in the Diaspora.

 

The Christian speakers from Ethiopian Orthodox and protestant representatives took the death of the young men as a call from God to die for the cross. The Killers might have succeeded in taking the bodies of the Libya Martyrs but they said that they are now high above in the heaven as Martyrs praying for all of us.

 

Young Ethiopians fleeing their country estimated in thousands each week both legally and illegally for last decade need to be stopped speakers said. Young Ethiopian women who are the victims of slave trade, young men and women who are now in dangerous situation in Libya and Yemen need a Strong Action from the Diaspora. A call for United Action is overdue according to the speakers.

 

The prayer and the singing in this service had attracted large tourists. The candlelight in the night of Times Square was more sparkling than the neon lights of the Times Square tall buildings. Our light was the Martyred light that will shine forever free from any blackout.

Somaliland:Fear & Loathing in Hargeisa

In 1973 Hunter S. Thompson, the creator and premier exponent of ‘gonzo journalism’ and one of the most powerful voices of the 1960s counter-culture in the USA, published a seminal book titled “Fear and Loathing: On the Campaign Trail ’72” which comprised a series of articles covering the 1972 US Presidential campaign. The book focuses upon the increasingly desperate and manic antics of the George McGovern campaign to secure the nomination of the Democratic Party despite the sustained, and equally manic, attempts of the party establishment to block McGovern. As we know, the end result of this internecine warfare within the Democratic Party resulted in their complete disarray leading to a humiliating rout in the elections by a victorious Nixon, who would end up resigning the Presidency a few years later after the debacle of Watergate.

 

The current antics of the Kulmiye government and party bring to mind the sense of desperation, fear and loathing that Thompson so eloquently and graphically described in his powerful book. I am not a gonzo journalist and I don’t share Thompson’s uniquely warped perspective and world view, however it doesn’t take a genius, warped or otherwise, to recognise desperation, abject terror at the prospect of losing power and the deep loathing of self and others that such fear begets. The Kulmiye government and its party stalwarts are sparing no effort to harass, intimidate, imprison and malign their opponents to the point that it has become a painful farce to observe. In fairness to them, it must be noted that they have a very steep hill to climb – after all the record of the past five years has been one of abject failure with respect all major aspects of policy: foreign, domestic, economic and security.

 

The recent spate of articles in the pro-government media and the portentous pronouncements of senior officials, including several Ministers, regarding the supposed recent meeting between Abdirahman Cirro of Wadani and the President of Somalia in Turkey is the latest manifestation of desperation and fear in the Kulmiye camp. The government mouthpieces hint darkly of treason by Cirro and secret deals reached by him with the foreign installed ‘government’ in Mogadishu. This is rich indeed, coming from the very same government that initiated a futile dialogue with this same government some three years ago against the wishes of the vast majority of the Somaliland public. At that time, the government spokesmen now decrying Cirro for supposedly meeting with Hassan Sheikh Mohamud were loudly proclaiming the creativity and wisdom of the Kulmiye government’s new foreign policy of diplomacy and negotiation. They welcomed, rehabilitated and appointed to senior positions the Somalilanders that had previously proclaimed themselves proud‘federalists’ and sought positions in the Mogadishu regime by disavowing and denying Somaliland’s independence which is treason under the law of Somaliland.

 

The fact is that Kulmiye has squandered the widespread public goodwill and optimism that swept them to power five years ago. Where they had promised open government, a lean and cost-effective administration characterised by technocratic professionalism; Kulmiye has delivered the most corrupt and bloated administration in Somaliland’s history that is characterised by incompetence, flagrant and widespread looting of public assets and the public purse and autocratic paranoia that routinely imprisons and harasses the independent media, opposition political figures and human rights campaigners. For example, the head of Somaliland’s Human Rights Centre, Guled Ahmed Jamac, was recently imprisoned, and remains in detention, for expressing his opposition, in an interview with the Somali service of the BBC World Service, to the execution of six prisoners convicted of murder and sentenced to death in the courts. Whatever the merits of the issue regarding the executions of these convicts, the simple fact is that the Constitution of Somaliland safeguards freedom of expression and everyone must be free to express their views without fear or favour. This example is but the latest in a long litany of extra-judicial arrests, assaults, threats against the independent media and summary closures of media outlets that fall afoul of the government.

 

In November 2012, municipal elections were held in Somaliland which were characterised by widespread irregularities including voter fraud, vote buying, theft of ballot boxes and voter intimidation. Kulmiye won the most seats and control over the largest number of municipal administrations, however the opposition parties and civil society organisations claimed that the elections were ‘stolen’ by the ruling party and supported these claims with many documented cases of malfeasance. In response to widespread demonstrations, the government responded with force and repression resulting in many civilian and some police deaths and numerous casualties. In the following three years, despite impending Presidential and legislative elections, the government did nothing to prepare the Voters’ Register as was agreed with the opposition parties and foreign donors. In fact, the government actively delayed this process by meddling with the supposedly independent National Election Commission, dismissing some members and replacing them with government supporters.

 

In addition, during this period, the ruling party was engaged in an internecine struggle for Presidential candidature, much as the Democrats in the US were in 1972. There was an open split between supporters of Muse Bihi, the Party Chairman, and supporters of President Silanyo which raged during 2013 and much of 2014. The rumours regarding the ill health of the octogenarian President fuelled this split and even encouraged some ambitious, if marginal, prospects to sound out support for a potential bid. The rumours of infirmity have been supported by the often mentioned fact that during his five year tenure, the President has not held a single press conference in which he responded openly and publicly to press questions. In the end, the internal feuding within Kulmiye was shelved by the decision of the Guurti (the upper house of the legislature) to postpone the Presidential elections for twelve months. Many suspect that an important motivation for the government in seeking this extension was its realisation that it was very likely to lose any free and fair contest, and that another flawed election, such as the municipal one in 2012, would lead to widespread civil unrest and its probable impeachment or forcible expulsion from office.

 

It is in the light of this recent history that we must view the current antics and tortured convolutions that the Kulmiye government is displaying which merit the term “fear and loathing in Hargeisa”. Let us get back to the purported meeting between Abdirahman Cirro and the so-called President of Somalia in Turkey. It is long established and routine statecraft for foreign governments to seek to get the measure of senior politicians which are considered capable, or likely, to ascend to high office in countries in which they have an interest, i.e. ‘target’ countries. Thus, it is part of standard diplomacy for these foreign governments to invite such politicians from target countries to national functions, legislative meetings and party or policy conferences so they can get to know them and interact with them in official and non-official settings. Abdirahman Cirro is the Speaker of House of Representatives as well as the Chairman and Presidential Candidate of the Wadani Party, and the Government of Turkey extended to him an invitation to be their guest at the centenary commemoration of the Gallipoli campaign of the First World War. Interestingly enough, the Turkish Government did not extend a similar invitation to representatives of the Kulmiye government.

 

For its part, the Kulmiye government, smarting under this clear, if unspoken, rebuff by the Turks decided to malign Cirro with this pathetic campaign to cast him as a double dealer conducting secret meetings with Hassan Sheikh Mohamud, who had also been invited by the Turks to attend the Gallipoli commemoration. Talk about the pot calling the kettle black! Of course, Cirro’s supporters have responded to the government’s vilification campaign by proclaiming that the invitation extended to Cirro by the Turks is clear evidence of their support for his Presidential bid. Indeed, the Wadani supporters have gone so far as to claim that the principal foreign governments that play a leading role internationally in Somali affairs, namely Britain, Turkey, and the US support Cirro as the next President of Somaliland. This is as absurd as Kulmiye’s claim that Cirro is plotting with the so-called President of Somalia to nullify Somaliland’s independence and return it to Somalia’s poisoned embrace.

 

What is interesting, nevertheless, is that Turkey, as well as both Ethiopia and Djibouti, have decided that Cirro is a Somaliland politician that it is worthwhile to get to know and evaluate. As we move closer to the election, it would not be surprising if other countries with an interest in Somali affairs did not make the same decision. This is what is driving the leadership of Kulmiye to distraction and causing them to act out of desperation fear and loathing. The next twelve months promise to be amusing, frustrating and, of course, fascinating to watch. I only wish for a Somaliland Hunter S. Thompson to document for posterity the antics, madness and political convolutions to come. As television show marketers might say, “watch this space, because this surreal political saga is going to run and run.”

The Preparatory Committee of the 24th Anniversary of 18 May, 2015 from when Somaliland regained its independence from Somalia on 18th May, 1991 had a meeting today at the Ministry of Finance of Somaliland to discuss the necessary preparations and organizing works as well as to inform the public and all Somalilanders about the selected theme for this year commemorations.
The Preparatory Committee released a press statement for the awareness of the nation upon the consecrating the great national day “18 May” throughout the country and in the overseas countries and wherever the people of Somaliland origin stay. They advised all Somalilanders to get fully prepared and organized for the 24th Anniversary of Somaliland Independence Regaining, 18 May, 2015.
The Committee called Somaliland population to greatly consecrate celebrations of 18 May and keep in mind their responsibility over the national security protection and peace within all the regions and districts of Somaliland. The 18 May Preparatory Committee stated that this year commemoration is sanctified and made greater as for the decisive and self-determination of Somaliland people for independence and demanding recognition from the international community.
“As the preparatory committee appointed by the President for 18 May celebrations, we are here to inform the public that this great national day is intended to be perfectly commemorated nationally within the country and abroad as well. Wherever Somalilanders stay, they are obliged to patriotically enter for the celebrations of this great day,” said the Acting Chairperson of the Preparatory Committee, Mme Samsam Abdi Aden, Minister of Finance of Somaliland.
“Every year, a particular theme is selected and after we discussed, the theme selected this year is “No Debate against Somaliland” and all the people of Somaliland are asked to celebrate for 18 May and guard their security as they do all the time and care for their peace,” added the Acting Chairperson of the Preparatory Committee, Mme Samsam Abdi Aden, Minister of Finance of Somaliland.
“We are telling the public that every citizen of Somaliland is responsible for protecting the securit. We are advising you wherever you are you should have extra alertness for guarding peace and security that we are bestowed with by Allah in the regions and districts you are celebrating,” said Hon. Ahmed Adare, the Vice Minister of the Ministry of Interior.
The Minister of Rural Development & Environment, Shukri Haji Bandare and the Ex-minister of Fishery, Mr. Abdilahi Jama Osman (Geeljire) similarly stated that this year 18 May is to greatened and set apart for showing the appealing of Somaliland people for international recognition from the world.
The Preparatory Committee stated in their press statement that this year celebration is different from the earlier events in the remarkable achievements towards the wellbeing made within the ruling period of the incumbent political party and in respect to the status of passing getting ahead of any security threats both internally and externally.
The Preparatory Committee of 18 May called for Somaliland to cooperatively and strongly demonstrate their power, sovereignty, their difference from Somalia and the stand of the Republic of Somaliland and pleading for international recognition.

One day meeting on the provision of legal aid in Somaliland

DSCN8851Hargeisa (28 April 2015)A one day symposium which brought together the various stakeholders to discuss the provision of legal aid in Somaliland was held today at Hotel Mansoor, Hargeisa.

The meeting which was organized by the Horizon institute which is responsible for implementing two projects capacity building project in the Somaliland judiciary sector and which by UK overseas Aid Agency (DFID) .

The meeting attracted 25 participants involved in legal aid work and the various judiciary branches in Somaliland.

Mr. Said Ahmed Mahmoud, the director of Horizon Institute in his opening speech stressed the importance of legal aid in Somaliland.

Mr. Godfrey mupanga, one of the facilitators of the one day symposium on the provision of legal aid in Somaliland elaborated on the importance of providing free legal aid to Somaliland citizens and also identifying the challenges facing the dispersing of justice in country and the need to find lasting solution.

Also speaking at the meeting was veteran lawyer Mahmoud Muse Awale gave an in-depth briefing on how to reform the provision of legal aid and at the same time lauding the university of Amoud legal clinic for the legal aid they provide.

On the other hand Mr. Abu Bakar Sheik, lawyer in Borame briefed the participants on his personal experience in providing the requirements legal aid.

The meeting concluded with participants reaching a consensus on the need to hold such meeting in the future and implementing recommendations in the whole country.

Somaliland:Arrival of Pipes and Fittings for Installation of a New Transmission Pipeline for Hargeisa Urban Water Supply Upgrading Project

A delegation including the representatives of Hargeisa Water Agency (HWA), Somaliland Development Fund (SDF) and HUWSUP Project are, today, here, at Berbera Port to witness the arrival of the pipes and fittings for the planned installation of new 600MM DI pipes from Geed Deeble to Chinese Reservoir which will replace the 2 timeworn 300MM old water transmission pipeline to increase the transmission capacity from 9000 cubic meters  per day to a maximum of 30,000 cubic meters  per day.

Hargeisa has grown from less than 180,000 in the 1970s when the current water scheme was built to as much as 1,000,000 today increasing the demand for clean water. In this respect, Hargeisa city is currently facing acute water shortage. In order to address this water shortage, the Government of Somaliland, through Hargeisa Water Agency, has embarked on a vigorous programme aimed at improving  the water supply system by executing a series of activities to increase the amount of water available and improve the distribution network. These activities are implemented by UN Habitat and co funded by the European Union and the SDF via the Hargeisa Urban Water Supply Upgrading Project (HUWSUP). The SDF co-funding to HUWSUP is US$8.6M out of which US$7.2M USD is funding for the pipes and fittings.

Over the next two weeks, trucks will transport these pipes and fittings to a storage site in Hargeisa. From the storage site, these pipes will be laid to transmit water over a distance of 23 km from the well field in Geed Deeble to the Chinese reservoir.

Hargeisa Water Agency (HWA) is a government utility entity established in 1974 to operate the bulk water supply system which was built by the Chinese in Hargeisa town. HWA has the mandate to supply water to the people of Hargeisa.

 

SDF is a 4 year fund funded by the Department for International Development (DFID), the Danish International Development Agency (DANIDA), the Norwegian Government (Norway) and the Netherlands designed to support the Government of Somaliland (GoSL) to fill critical gaps by supporting projects that are fully aligned to the National Development Plan (NDP).

Somaliland Minister of Foreign Affairs and International Cooperation Hon Mohamed Bihi Yonis was upon his arrival in Oslo, Norway this evening by the Special Envoy for Somalia Ambassador Jens Mjaugedal.

Hon Bihi met with Norwegian Deputy Minister and State Secretary Hans Brattskar (First Photo) and included the Special Envoy for Somalia Ambassador Jens Mjaugedal and other senior Norwegians foreign officials

Somaliland foreign minister met senior officials from the Norwegian Ministry of Foreign Affairs officials to discuss issues of common interest among them security, economy, diplomacy and the movement of people between the two countries and the continued Norwegian support the Somaliland Development Fund.

European Union Supports Somaliland Coast Guard Efforts to Enhance its Maritime Capability On Saturday 25 April the EU Naval Force flagship, HNLMS Johan de Witt, hosted a discussion forum with representatives from the Somaliland Authorities, including Ministers, the Head of the Coast Guard, Attorney General and the Governor and Mayor of Berbera. Also in attendance were a number of international partners and Non-Governmental Organisations.

The forum focused on the strategic vision for the future of the Somaliland Coast Guard in relation to

security and development in the coastal regions. Chaired by EUCAP Nestor’s Deputy Head of Mission, Simonetta Silvestri, and the EU Naval Force  commander, Rear Admiral Jonas Haggren of the Swedish Navy, the forum started with a short seminar lead by EUCAP Nestor’s Senior Maritime Advisor aimed at outlining critical requirements for the future needs of the Coast Guard.

Following the forum, a higher level meeting was convened, with participation from several Somaliland Ministers, the Head of the Somaliland Coast Guard, and the Attorney General.

At the meeting it was widely recognised by all attendees that the enhancement of the Somaliland Coast Guard’s capabilities were fundamental to ensure stronger maritime security and economic development. Speaking at the meeting, one of the Somaliland officials stated

“Somaliland is an oasis of peace surrounded by threats and it is committed to peace and security” During the meeting it was also stressed that with an 860 km coast-line and a State budget of $251 million USD, 47%of which is spent on security, support from the international community was vital if the Coast Guard was to continue to develop its capabilities.

EUCAP Nestor Deputy Head of Mission added: “You need to have a vision as this is your Country and you are in the driving seat. You need to tell us in which area we can help you better”.

Underlying the importance of co-operation and co-ordination in the fight against crime in the region, Ms Silvestri added that it was important for security and law enforcement agencies to work together in order to achieve results.

In his response, the Attorney General of Somaliland announced that a Coast Guard draft law would be submitted to Parliament for approval in the near future. He also thanked EUCAP Nestor for their support and cooperation.

Closing the meeting, the EU Force Commander, Rear Admiral Haggren, confirmed that having a legal structure in place would better enable the international community to support capacity building for the Somaliland Coast Guard far more effectively.

While the KLE was taking place, a delegation of young officers from Berbera’s Coast Guard were invited on board HNLMS Johan de Witt to meet with the crew members. During the visit both nationalities shared their experiences. The Coast Guard officers were impressed with the size of the ship and also learned that when it comes to seamanship, maritime forces, regardless of nationality or size, face the same challenges, whether it be the weather or the need for regular training and maintenance of equipment.

In line with the EU comprehensive approach these training activities were facilitated by EUCAP Nestor’s Field Office Hargeisa which conducts the Mission’s activities in Somaliland.
