The President of the Republic of Somaliland, Mr. Muse Bihi Abdi has issued a Presidential Directive JSL/XM/WM/222-394/122019 on the issuance Motor Vehicles Movement Book and Plate Number.
The Presidential directive stated as follows
In regard to Article 90 of the Constitution of the Republic of Somaliland;
In Regard to Article 14, paragraph 1 and article 54, paragraph 1 of the Constitution;
When I realized: in accordance with Article 12 of the Constitution; The care and safeguarding of property, endowments and public assets is the responsibility of the state and all citizens; and shall be determined by law.
When I realized: Return of Public Property is of importance since there is no PPP Act;
When I considered the importance of returning government control over the property and management of the Motor Circulation Book and the Plate Number;
When I Received: Recommendations of the National Economic and Development Committee and Legal Advisory on agreements between Government and Hodan Enterprises and GTS;
I Have decided;
- The cancellation of contracts for the transfer of services and issuance of motor vehicles Movement Book and Plate Number.
- The Government has completely restored the management, governance, services related to equipment of the Transportation Certificate and Plate Number.
- That the Ministry of Transport and Road Development, the Ministry of Commerce, Industry and Tourism, the Ministry of Finance, the Office of the Solicitor General and the Office of the Auditor General should provide a realistic economic assessment of the Enterprise and GTS Transactions Book Circulation Book and Plate Number, examining their current market value when they are new, and reconditions(Depreciation).
- That the Ministries and relevant institutions fulfill their legal obligations to carry out the abovementioned.
- Ensure that staff working on these services are continuing to function normally.
