Somaliland National Ruing Party (WADDANI) Headquarters — In a significant move to accelerate its operational efficiency and internal restructuring, the Somaliland National Party (WADDANI) has announced the appointment of three new strategic committees. The appointments, formalized through official decrees dated October 24, 2026, mark the establishment of the party’s 4th, 5th, and 6th committees.
The newly formed bodies are designed as mixed-gender committees, each comprising a Chairperson and designated spokespersons. According to the party, these appointments are a crucial component of an ongoing restructuring process aimed at revitalizing Waddani’s footprint both domestically and internationally.
In a statement accompanying the decrees, Party Chairman Hersi Ali Hassan emphasized the vital role these officials will play in bridging the gap between the party and the government. Expressing full confidence in the appointees’ expertise and capabilities, the Chairman noted that he expects them to make a substantial contribution to the party’s mission. He concluded by praying for divine guidance in their newly assigned duties.
The three newly appointed committees and their respective leadership teams are as follows:
1. Committee for Investment, Local Governments, Public Works, Housing, Transport & Roads

This committee will oversee the party’s alignment and coordination with the Ministries of Investment and Industry, Local Governments, Public Works, Housing, Transport, and Roads.

· Spokesperson for Investment & Industry: Ms. Muhaymina Mahmoud Bullaale
· Spokesperson for Local Governments & Rural Development: Mr Mustafe Osman Abdirahman (Magaalo)
· Spokesperson for Public Works, Land & Housing: Mr. Shafici Hassan Ismail
· Spokesperson for Transport & Road Development: Mr. Khalid Ibrahim Hassan (Oday)
1. Committee for Livestock, Fisheries & Agriculture
(Decree No: XIS/WAD/XRG/3059/2026)
This committee is tasked with coordinating with the Ministries of Livestock and Rural Development, Fisheries and Marine Resources, and Agricultural Development.

· Spokesperson for Fisheries & Marine Resources: Ms. Saado Jama Adan

1. Committee for Resources: Minerals, Water & Environment
(Decree No: XIS/WAD/XRG/3058/2026)
This committee will manage party affairs related to the Ministries of Energy and Minerals, Water Development, and Environment & Climate Change.

· Spokesperson for Energy & Minerals: Mr.Abdikariim Adan Adde
· Spokesperson for Water Resources Development: Ms. Fadumo Adan Awed
· Spokesperson for Environmental Protection & Climate Change: Mr. Mustafe Abdirisaq Hussien
Mandate and Duties
The official decrees note that the appointments are made in accordance with Articles 3, 4, 28, and 30 of the WADDANI Party Charter, along with Articles 42 and 44 of the Regulations for Party Organs and Article 9 of the Political Parties’ Charter under the Somaliland Constitution.
The newly appointed officials have been formally tasked with ensuring seamless cross-coordination, defense, advocacy, and strategic advice for the ministries and sectors they represent. The party leadership extended its congratulations and wished the new committees success in their vital roles.
