HARGEISA — 29 March 2026 — The Somaliland Law Association (SOLLA) has played a prominent and research-driven role in the review process of the Somaliland Maritime Law 2026. This initiative followed a national forum organized by the Ministry of Transport and Road Development, which marked the final phase of vetting the draft law before its submission to the Council of Ministers and Parliament.

The two-day conference brought together senior officials from relevant ministries, government agencies with maritime responsibilities, legal experts, and the leadership of SOLLA. The session aimed to facilitate a thorough professional review and solicit final input, ensuring that Somaliland adopts a modern maritime law in line with the international legal framework.

SOLLA’s Legal Contribution
In fulfilling its constitutional mandate to safeguard, refine, and enhance national legislation, SOLLA presented an in-depth legal analysis at the forum. The association affirmed that the draft maritime law is fully consistent with the Constitution of the Republic of Somaliland and applicable international instruments, notably the United Nations Convention on the Law of the Sea (UNCLOS).

The Minister of Transport and Road Development, Mr. Cismaan Ibraahim Nuur (Afgaab), expressed deep appreciation for SOLLA’s expert contribution and practical guidance, which strengthened a law considered fundamental to the nation.

The collaboration between SOLLA and the Ministry of Transport underscores the value of cooperation between state institutions and independent legal bodies in safeguarding national interests. The new law is expected to unlock significant opportunities in several key areas:
