During a recent professional visit to Berbera Local Municipality Authority, the municipality’s progress was evident across multiple sectors, reflecting a clear vision supported by strong execution and teamwork.

Strengthening Local Governance and Fiscal Capacity

One of Berbera Municipality’s most notable achievements is its significant improvement in local governance and fiscal management. Through strengthened revenue collection systems, disciplined financial controls, and transparent administration, the municipality has expanded its capacity to finance priority services and development projects independently. This enhanced fiscal capacity has enabled the city to shift from basic service provision to long-term, strategic urban planning.

Urban Infrastructure and Public Service Delivery

Berbera has made visible and impactful investments in urban infrastructure and public services, including road improvements, public spaces, parks, municipal facilities, and essential services. These developments have contributed to enhanced mobility, improved public safety, and a higher quality of life for residents.

The city is now widely regarded as the cleanest urban center in Somaliland, distinguished by effective solid waste management, well-organized public spaces, and strict enforcement against uncontrolled dumping. Notably, the municipality has successfully prevented livestock from roaming inside the city, a challenge facing many urban centers in the region, thereby improving sanitation, road safety, and the overall urban environment.

Strategic Urban Development and Green Initiatives

Strategic urban development initiatives continue to shape Berbera’s transformation into a modern and livable city. Environmental sustainability has become a core pillar of municipal planning, supported by extensive tree-planting programs and the development of green public spaces.

Landmarks such as Egal Park, Berbera Park, and the rest and recreation farm locally known as Bada cagaha Gali have become symbols of environmental stewardship, urban beautification, and community well-being. These initiatives not only enhance the city’s appearance but also contribute to climate resilience and public health.

Leadership and Vision Driving Transformation

At the heart of Berbera’s success is the leadership and vision of Mayor Abdishakur Mohamoud Cidin, whose strategic direction, discipline, and hands-on leadership continue to guide the municipality’s transformation. Under his leadership, the Berbera Municipality has adopted a results-driven culture founded on accountability, teamwork, and long-term urban planning.

The Mayor’s approach emphasizes institutional coordination, efficient use of public resources, and a strong work ethic across all municipal departments. Municipal staff are widely recognized for working beyond standard hours, reflecting a shared commitment to implementing the city’s development vision and delivering tangible results for citizens.

Special recognition was extended to Mr. Mohamed Ali Aabi, the Admin and Finance Director, and his team for their strong leadership and effective management. Appreciation was also conveyed to key staff members, including Jama Ahmed Ismail, Guled Mohamed Dahir, Idil Hassan, Nimcan Ahamed Farah, Deeq Kaariye, and Sayid Ali, as well as many others whose dedication, cooperation, and hospitality contribute daily to the municipality’s success.

A Model for Urban Governance in Somaliland

Berbera Municipality today stands as a model of disciplined local governance, strategic planning, environmental management, and teamwork. Its achievements demonstrate how clear vision, strong leadership, and institutional commitment can translate into tangible improvements for citizens.

As Somaliland continues to pursue urban development and decentralization, Berbera’s experience offers valuable lessons for other municipalities seeking sustainable, clean, and well-managed cities.

Conclusion: A National Benchmark for Urban Governance

Berbera Municipality today represents what is possible when vision, discipline, and institutional commitment come together. As the cleanest city in Somaliland, free from uncontrolled waste and livestock within its urban core, Berbera stands as a powerful example of how effective local governance can directly improve public health, safety, and quality of life.

Its achievements in governance, infrastructure, environmental management, and leadership set a clear benchmark for municipalities across Somaliland and the wider Horn of Africa. Berbera is no longer just a strategic port city; it has become a model urban center, demonstrating that strong local institutions can deliver sustainable, inclusive, and orderly cities for the future.
