HARGEISA – A senior member of Somalia’s opposition Kulmiye Party has publicly challenged the legitimacy of the ongoing Central Committee selection, declaring the process invalid under the party’s own constitution.
Yusuf Bihi Talo-same (Xaqsoore) argued that the current proceedings are in direct breach of Articles 19 (sub-clauses d, i, ii, e, and f) and Article 27 (clauses 1 and 2) of the party’s governing charter.
“Since this meeting deviates from these explicit legal provisions, it is fundamentally void and carries no legal weight whatsoever,” Talo-same asserted.
Constitutional Procedure Outlined
The opposition figure went on to clarify the proper mechanism for leadership renewal. Under party rules, the General Convention must elect regional delegates proportionally, using each region’s vote tally from the most recent presidential election as the exclusive basis for representation.
While the Convention is empowered to select Central Committee members from that delegate pool, Talo-same stressed that the process does not end there. The Committee’s Chairman, he noted, must subsequently be chosen through an internal vote among committee members—within one month of their election—and cannot be externally imposed.
A Sharp Challenge to Party Leadership
In a pointed critique, Talo-same questioned the rationale driving the current arrangement.
“If the party chairman is entitled to unilaterally appoint the Central Committee chairman, then why convene the General Convention at all?” he asked. “Is this gathering merely designed to have members attend and rubber-stamp a foregone conclusion?”
Appeal for Rule of Law
Concluding his statement, the senior member urged his colleagues to prioritize institutional integrity over personal agendas.
“We must not allow individual ambitions or narrow interests to override the legal framework we collectively established,” he said. “This is my sincere counsel to the party faithful.”
The remarks add to growing internal tensions within Kulmiye as it navigates its internal governance structures ahead of the next political cycle.
