Local Governments in Somaliland have undergone huge changes since the initiation of decentralized local governance in Somaliland. Service delivery has been specifically enhanced, though it is not yet up to a satisfactory level.

Presently, however, local governments face numerous challenges. These include fiscal constraints, capacity concerns, contradicting legal framework, and service delivery issues. On the other hand, there are opportunities that need to be tapped skillfully. These include the upcoming local council election, the willingness of collaboration and co-financing on the part of the local community, increasing understanding of local governance issues, and a vibrant media.
