HARGEYSA, 28 July 2026 – The Ministry of Finance and Economic Development of the Republic of Somaliland, in collaboration with the Ministry of Water Development and UNICEF, today convened a meeting at the Ambassador Hotel in Hargeysa to present and analyze the findings of a review study on budget allocations for the Water, Sanitation, and Hygiene (WASH) sector.

The primary objective of the meeting was to conduct an in-depth assessment of the funding levels allocated to the WASH sector and to evaluate the alignment between budget allocations and the outcomes achieved in water and sanitation service delivery.

This study also aims to strengthen future budget planning and allocation processes by grounding them in reliable data and concrete evidence.

The meeting was opened by the Director General of the Ministry of Finance and Economic Development, Mr. Maxamed Xasan Saleebaan, who stated that these reviews are part of the Government’s ongoing efforts to enhance public financial management. He emphasized that such evaluations ensure national resources are utilized efficiently, effectively, and in line with the country’s development priorities.

Also addressing the gathering were the Director General of the Ministry of Water Development, Mr. Cabdishakuur Ismaaciil Xuseen, and the Chief of the Water, Sanitation, and Hygiene Programme at UNICEF Somaliland, Ms. Abigail Tevera. Both speakers underscored the critical importance of basing decisions related to financing and development of water and sanitation services on sound research data, in order to improve service quality and expand access to communities.

This meeting is part of collective efforts to strengthen financial management transparency, enhance the efficiency of government expenditure, and ensure that investments in the WASH sector effectively respond to community needs and the nation’s development goals.
